The mystery:

Where was the Royal Insurance Co. Ld. perforator located?

According to the Canadian Stamps with Perforated Initials handbook, the Royal Insurance Co. Ld. of Montreal, PQ received Post Office permission to operate a perforator on 1912/06/22.

The solution:

The distribution of cancellations suggests that the perforator was used in Montreal, PQ from about 1908 until at least 1911, then was moved to Toronto at some unknown later time, but no later than 1930.
