Magic & Tactics Unlimited produces Erik James Olsrud's Middle East Combat aka The Red Pact vs The Triad. It is a spinoff that has a scenario in the 1980s-1990s Middle East. We use the same units but on a different map and have Russia (after a military coup and the collapse of the Union, with Bulgarian allies) teamed with Iraq against a coalition of Turkey, Iran, and a combined Egypt-Saudi Arabia. Also has varients, including Desert Storm and the Iran-Iraq war.
I've played this a few times and like it very much. It cost about $25 CDN and was worth it. Comes with a map and rule book and a few charts for setting up units. The use of neutrals and such is well thought out and the variations are also well done.

Mid East Combat [Top]
This game is on a map of the Middle East. Ranges from Greece and Libya in the West; Bulgaria, Black Sea, Caspian Sea, Southern USSR, and Kazakhstan in the North; Pakistan, Afghanistan, and the Indian Ocean in the East; and Somalia and Southern Ethiopia and Red Sea /Arabian Sea in the South.
The USSR in this time line is a remnant of the collapsed Soviet Union. It controls Bulgaria, parts of the former Soviet Union (Caucasus and Kazakhstan), it controls Yeman on the Arabian Penninsula and Ethiopia (13 territories in all worth about 34 IPCs)
Iraq is combined with Jordan and Libya and Port Sudan (8 territories worth 24 IPCs)
Turkey is Turkey (5 Territories worth 20 IPCs)
Saudi-Egypt has its capitol in Cairo and is a combined country (13 territories worth 28 IPCs)
Iran is Iran (9 territories worth 24 IPCs)
The Neutrals consist of Greece (3), Cyprus (0), Israel (10), Syria (10), Lebanon (3), Kurdistan (2), Kuwait (4), Djibouti (2), Somalia (1), UAE (3), Oman (1), Pakistan { Karachi (2), and Rigestan (1) } and Afghanistan { Herat (1) }.
The major scenario consists of Russia and Iraq [Red Pact] against the coalition of Turkey, Iran and Saudi-Egypt [Triad].
The beauty of this game is that it has many features that allow for different scenarios. Features include:
The neutrals have military might and if you fail to win the territory the next time it is attacked it again has its full compliment of forces!
Oil Wells are present and control of ten of these (12 on the board) constitutes a win. They can also produce IPCs!
The neutrals can be useful objectives as Israel and Syria can make victory easier. As three foreign capitols captured is a win.
Insurrection table: Each power rolls a die to see what geopolitical event happens.
USSR Event Table: USSR player also gets another set of geopolitics to deal with.
USSR Navy rule: It has three fleets to introduce into the game in three oceans (Mediterranean, Indian Ocean along Africa, Indian Ocean along Pakistan). It can do this during any three turns.
Technology: Chemical Weapons, Cruise Missles, Anti-Missle Defense, High Volume Oil Drilling, Laser Guided Bombs, and Super Bombs.
Other scenarios include Desert Storm and the Iran-Iraq war.
